Terms and Conditions

Please read the information below about parking at Monash University’s premises and using the vPermit system.

General

  • Parking is in accordance with the Monash University Parking Rules.

  • Monash University reserves the right to cancel a driver’s parking permit in accordance with the Monash University Parking Rules.

  • The purchase of a parking permit does not guarantee the availability of a parking space.

Pay as you use (PAYU) Parking Permits

  • PAYU permits are available for all red and blue parking bays across all University Campuses.

  • PAYU permits must be applied and paid through a OPark account.

  • Staff and students my register with their Monash email address to be eligible for Blue and Red parking permits. Staff and student that do not register with a Monash email address must include their valid 8-digit ID number in the account under Affiliations. A driver will not be eligible for a refund in the event they later provide a valid ID number.


  • Retailers must provide their pre-registered car registration number to be eligible for Blue and Red parking permits. If the pre-registered car registration is not used during sign up, the driver will only be able to purchase a casual parking permit and the relevant casual parking rates will be charged. The driver will not be eligible for a refund in the event they do not register with their pre-registered car registration.
  • PAYU permits are valid from the time a session is started through the OPark account. Failure to start a session will result in no permit being issued and may result in a parking infringement.

  • It is the driver’s responsibility to select the ‘active’ vehicle parked on campus in the OPark app. Failure to have the correct vehicle active will result in the correct vehicle not being issued with a permit and may result in a parking infringement.

  • It is the driver’s responsibility to stop their session in their OPark account when they finish parking if required. PAYU permit charges will be calculated based on the start and end times of the parking session as input into their OPark account.

  • Customers that opt into monthly invoicing, will be charged to the credit/debit/ prepaid card associated with you OPark account as the end of each billing cycle. The OPark billing cycle concludes on the 24th of each month.

  • Payment against your card will be processed by OPark on or after the 25th or 26th of each month for the parking on campus in the previous month.

  • The management of vehicles is through the driver’s OPark account and not the vPermit system.


  • Refunds will be processed:

       - the 25th or 26th of each month for fees incurred in the previous month for customers that opt into monthly invoicing

       - After approval for customer that opt into ad hoc invoicing.

  • Requests for parking refunds must be approved by Monash University. Refunds will not be provided for the incorrect use of location codes or for not stopping a session.

28-day Permits

  • 28-day permits must be applied for online

  • 28-day permits are valid from the date they are purchased

  • 28-day permits are valid for 28 consecutive days, including weekends and public holidays

  • Multiple vehicle registration numbers can be entered into the vPermit system. It is the driver’s responsibility to “activate” the vehicle which is parked on campus each day in the vPermit system.

  • 28-day permits cannot be cancelled and no refunds will be issued for these permits.

Annual Permits

  • Annual Permits must be applied for online


  • Multiple vehicle registration numbers can be entered into the vPermit system but it is the driver’s responsibility to select the ‘active’ vehicle which is parked on campus in the vPermit system.

  • Where an annual permit is purchased using either a credit or debit card, and the permit is no longer required, the permit holder should cancel the permit in the vPermit system and the refund request will be reviewed by Buildings and Property for processing. The refund amount is calculated from the date on which the permit is cancelled and will be shown on the cancelled permit information in the vPermit system, less a $25 administration fee.

  • If a refund is not requested when an annual permit is cancelled, the credit balance will remain on the permit and can be used if the permit is reactivated later.

The following applies only to Monash University Staff

Salary Packaging eligibility and registration

  • Only staff who are continuing or fixed term are eligible to apply to salary package their parking. Please read the Salary Packaging Procedure to check your eligibility.

  • Staff are required to register for salary packaging parking via the vPermit system.

  • The vPermit system validates if staff are eligible for salary packaging their parking. Staff need to access the system via the Single Sign On process which ensures that their Monash University user ID has been linked.

  • The staff member must have sufficient earnings at the time of processing the salary packaging arrangement.

  • At the time of applying the salary packaged parking arrangement, if the staff member has terminated, moved to an unpaid leave arrangement, or changed employment classifications that excludes salary packaging, the University will not be able to complete the salary packaging arrangement.

  • There will be no administrative fee charged when a staff member elects to salary package their parking.

Salary Packaging PAYU Parking

  • If an eligible staff member chooses to salary package their PAYU permit, they agree to Monash University reimbursing their pay each month with the salary benefit, being the GST component and the tax benefit applicable to the amount spent on parking in the previous month.

  • Reimbursements and applying the tax benefit will occur in the next available pay cycle post the 26th of the month.

Salary Packaging Annual Green / Chancellery Permits

  • An annual Green / Chancellery permit is purchased using the vPermit system.

  • If an eligible staff member chooses the salary deduction option on their parking permit, they agree to Monash University deducting the nominated fortnightly amount (the permit price less GST divided by 26 for a full year’s permit) from their pay. A part fortnight is deducted as a full fortnight if the permit is applied for on the last day of a pay period, a full deduction will apply.
