Parking Permit Terms and Conditions
1. Definitions
Authorised Person has the same meaning as in Schedule 1 of the University of Queensland
Act 1998.
Eligible Persons means any UQ staff member, UQ student, independent contractor of UQ or
resident of a Residential College.
Parking Permit means a permit for parking issued by UQ to the Permit Holder to park
their Vehicle in the Permit Parking Zones, obtained through vPermit.
Permit Holder means the vPermit account holder of a Parking Permit issued by UQ.
Permit Parking Zones means the areas marked or signed as parking
areas requiring a UQ Parking Permit, as hatched and coloured on the parking map
published on the UQ Website (https://www.uq.edu.au) for each UQ campus from time to time.
Residential College includes, but is not limited to, Cromwell
College, Duchesne College, Emmanuel College, Grace College, International House,
Kev Carmody House, Kings College, St John’s College, St Leo’s College, The
Womens College and Union College.
Terms and Conditions means these Parking Permit Terms and
Conditions, as amended from time to time.
UQ means The University of Queensland.
Vehicle has the meaning as defined in the Transport Operations (Road Use
Management) Act 1995.
vPermit means UQ’s online Parking Permit management system.
2. Parking Permits
2.1. UQ, through the use of vPermit, only accepts
online applications from Eligible Persons to purchase a Parking Permit.
2.2. Permit Holders must park their nominated Vehicle
in a marked bay (where appropriate) in Permit Parking Zones (excluding casual
parking or restricted areas).
2.3. The Permit Holder acknowledges, understands,
and agrees that a Parking Permit does not guarantee a parking space, it only
permits the Permit Holder to park in Permit Parking Zones.
2.4. Permit Holders must accurately record their
Vehicle registration and nominate a Vehicle (multiple registrations can be
entered, but only one Vehicle can be nominated for use at any time) in the
Permit Holder’s vPermit account. An Authorised Person may issue an infringement
notice to a Permit Holder if the Permit Holder parks their vehicle in a Permit
Parking Zone without the correct Vehicle registration being nominated in the
Permit Holder’s vPermit account.
2.5. UQ may at its discretion, change these Terms
and Conditions or the costs associated with a Parking Permit, after reasonable notice
to Permit Holders.
2.6. Permit Holders must not sell, share, or transfer
a Parking Permit.
2.7. UQ accepts no liability or responsibility for
any theft from, or loss or damage to, a Vehicle entering or parking on UQ land.
2.8. Permit Holders enter and park on UQ land at
their own risk.
3. Waitlist
3.1. Eligible Persons will be placed on an
automated waitlist once Parking Permit numbers are exhausted in Permit Parking
Zones.
3.2. Eligible Persons will be contacted via email once
numbers are no longer exhausted in their chosen location.
3.3. Eligible Persons must respond within 24 hours to
the email and accept or reject the Parking Permit offer. If an Eligible Person
rejects the offer, the next Eligible Person on the list will be offered the
Parking Permit. The Eligible Person who
rejected the offered Parking Permit will be removed from the waitlist.
4. Duration of Parking Permits
4.1. Ongoing Parking Permits do not have an end
date and continue until cancelled, or payment is no longer received by UQ.
4.2. Semi-annual Parking Permits are valid from 1
January to 30 June or pro-rated from the application date until 30 June for the
then current year. Applications for semi-annual Parking Permits can be made by
an Eligible Person until 31 May for the then current year.
4.3. Annual Parking Permits are valid from 1
January to 31 December or pro-rated from the application date until 31 December
for the then current year. Applications for Annual Parking Permits can be made by
an Eligible Person until 30 November for the then current year.
4.4. Permit Holders of non-full time Parking
Permits must only park on the permitted days.
5. Suspensions, cancellations and refunds
5.1. Parking Permits can be suspended by UQ
(through Property and Facilities) in vPermit if a Permit Holder is absent from
UQ for a continuous period of more than three months.
5.2. Payroll deductions will continue for periods
of leave less than three months.
5.3. Cancellation of Parking Permits in vPermit
take effect immediately.
5.4. Permit Holders may contact Property and
Facilities (through PF Assist) to cancel their Parking Permit due to maternity
leave, long service leave, extended periods of sick or personal leave. Permit
Holders can contact PF Assist on their return to work to reactivate the Parking
Permit. Waiting periods may apply.
5.5. Parking Permit renewal is not guaranteed if a Parking
Permit is cancelled for a period of less than three months for reasons of
recreation or long service leave.
5.6. Parking Permits held by a staff member must be
cancelled by the first Tuesday of the pay fortnight in order for the payroll
deductions to cease in that pay fortnight.
5.7. A Permit Holder that is a terminating staff
member must cancel their Parking Permit using vPermit if the terminating staff
member wishes to cease their payroll deduction. Parking Permits must be
cancelled before the cut off for the next pay period, otherwise Parking Permits
will not be cancelled prior to the final salary payment. UQ will not provide
any refunds of deductions made for time not used.
5.8. Permit Holders requesting a refund of any
unused balance of a pre-paid Parking Permit will need to cancel the Parking
Permit in vPermit, complete a refund form and return the refund form to PF Assist
for processing.
5.9. The amount will be calculated from the date on
which the Parking Permit is cancelled to the relevant expiry date of the
Parking Permit.
5.10. Permit
Holders will receive a credit to their vPermit account if no refund is
requested when a Parking Permit is cancelled, and a refund is applicable. The
credit will remain on the vPermit account for future use.
6. Salary sacrifice
6.1. Continuing or fixed term UQ staff (excluding
casual staff):
(i)
can apply
to salary sacrifice the cost of their Parking Permit;
(ii) must
provide their UQ email address and their UQ user ID with their application for
a salary sacrificed Parking Permit for the purposes of UQ validating the staff
member’s employment status.
6.2. UQ will deduct the nominated fortnightly
amount from the UQ staff member’s pay if the UQ staff member’s application to
salary sacrifice is approved.
6.3. Parking Permits applied for on the last day of
a pay period will incur a full deduction and any part fortnight will be
deducted as a full fortnight.
7. Compliance with Terms and Conditions
7.1. Permit Holders, Vehicle owners and drivers
must:
(i)
always park
vehicles in signed and marked parking bays;
(ii)
not park in
grassed areas, on yellow chevrons or lines, or facing approaching traffic;
(iii)
adhere to
all applicable road rules as contained in the Transport Operations (Road Use
Management – Road Rules) Regulation 2009; and
(iv) observe any
regulatory notices or parking control signs at or near the entrance to or
within UQ land and comply with directions given by any Authorised Person
pursuant to Schedule 1 of the University of Queensland Act 1998.
7.2. UQ may, in its absolute discretion, cancel a
Parking Permit.
7.3. An Authorised Person may exercise UQ’s rights
under the University of Queensland Act 1998, by:
(i)
issuing an
infringement notice; and/or
(ii)
seizing,
removing and holding an infringing Vehicle at the cost of the Vehicle owner,
if a Vehicle owner or driver does not comply with a regulatory notice.
